What programs are available from the government?  Are they all just tax rebates or do they discount products?

What are the costs involved involved with installing Solar Panels on a 2,500 square foot home?  Can I power my entire home with them?  I've heard that if you produce enough power that you can actually sell it back to the utility companies.  Is this true?
